Note also it’s never the other way around. Say a social policy expert or trade unionist review of industry regulation. No for that we have to appoint an “expert” somebody with experience of industry itself.

I suspect in a lot of cases it camouflage for cowardice. The minister appointing has already decided what they want (cuts) so they appoint someone to “review” who can be relied upon to give them the answer they want even without having to tell them
There is always nuance in policy and politics, but there also needs to be reality. When you say you need to "listen to" or "understand" the "concerns" of people actively calling for the dehumanisation and exclusion of marginalised communities you embolden them. This is when you need to condemn them.
One thing I am heartily fed up with over the past 30 years is appointing “captains of industry” to do a review of welfare. Why appoint someone to review a policy area they know fuck all about and have no life experience of.
