this is correct. and seattle's first zoning plan was created by segregationist and urban planner harland bartholomew who was doing this sort of thing *everywhere*

Finally getting around to Color of Law was fascinating in that zoning was used in part to place housing and facilities for Black people CLOSE to noxious areas in order to discourage them from residence. They did it on purpose then and they're doing it on purpose now.
