A very uncomfortable thing to acknowledge is that policymakers need to either force or entice data centers to connect to the grid, and also that data centers can really fuck up the grid.
There are not easy answers here, but there are answers, and I'm proud to be at an org that is working on them.

Behind the meter data centers don't provide ratepayer protections. They may end up increasing prices for consumers more than grid connected data centers.
