I know I'm just bragging at this point, but recently I was saying I don't even consider painted bike lanes as bike lanes anymore b/c there are so many elevated or concrete protected ones in my city now. It's all political will. The change starts at the ballot box.

You can put as many Class 3 bike routes, or gutter/door Class 2 bike lanes (see below) as "existing bicycle facilities" on your map as you want.
Normal people who *do not want to die* will look at real world version of the city and say, "fuck no."
