Point 5 does more harm than good. People post insane hate crime level stuff under their real name with their employer easily identifiable. People should be able to post pseudonymously if they want, for a variety of obvious reasons.

I remain of the view that regulation of social media is better than a ban for young people.
But I also pretty much agree with all these proposals.
