if they were hydration breaks, they'd be based solely on the weather conditions that day at that venue, not mandated at every game no matter what. they are commercial breaks during which the players can hydrate.
New rule: during every hydration break, EVERYONE must spray themselves with water. Oh and also pledge to donate to your local migrant fund.
