Because every time a game studio has to move resources over to making a trailer, it causes the game to lose about 4 months of actual dedicated development iteration time.
Virtua Fighter Crossroads and how they've marketed it is very telling with regards to the state of modern fighting games.
Basically in the kindest way possible they're highlighting that this isn't a Fighting Game in the way we know it because its actually gonna be a Finished Video Game.
