Anyone who has been to Japan will tell you that "Service in Japanese only" signs are far less common than "No foreigners" signs, and I'm tired of seeing western people bend over backwards to defend Japan's xenophobia.

The majority of tourists to Japan don't come from primarily English-speaking countries; they come from South Korea, Taiwan, and other Asian countries. The first English-speaking country to figure in tourist origin rankings, the US, comes in fifth place.
Here and there in Japan, one sees restaurants putting up signs refusing non-Japanese speakers. Is that necessarily a bad thing?
