• the site isn’t covered by the 1948 statute or 1950 agreement. it’s a new thing, and is not on the plat of the 1948 statute
• Philadelphia doesn’t own it
• the 2006 agreement, even if it were enforceable, is just a bunch of vague platitudes to work together
