On Twitch, you set them up on the same page as your Channel Point Redeems.
Look for the section "Custom Power-ups" βοΈ
Then, in VTube Studio, you can select your Power-ups as Twitch Hotkey Triggers just like you would with normal Channel Point Redeems β¨
