Sadly I have encountered both - and that's why we have housing codes that require heating to be provided. As temperatures rise, we need to require cooling as well in California - some SoCal cities already do. Humidity limits are also needed - mold is a big problem. AC can help reduce humidity!

When you start noticing it, it’s astonishing how many people who claim air conditioning is wasteful and extravagant would never, ever apply that logic to heating (which uses more resources than AC!)

But all of this is also an accessibility issue where the same challenges and excuses limited mobility folks face are being used for a/c. "it would cost too much money for this ancient building to be a/c!" And? People are dying? Would you say that about the heating? No? Stop being dumb.
