This is not hugely ambitious - but you can't tell that because the current % isn't quoted.
Apparently 45% already travel to school by walking, cycle, or scooter in England (49% in Scotland). About 20% use public transport.
In some places like Edinburgh it was already more than 60% back in 2022.

I shall watch this with interest. There's no way to get 60% of kids actively travelling to school without disrupting current patterns of car-based mobility. This includes making all urban streets safer, not just those right outside schools
