Just because some country's leadership didn't score 100/100 on the metaphorical "genocide exam" doesn't mean they didn't try to get there. I point this out all the time, having studied several of them:

The problem with trying to play semantics with terms that carry historical weight is that we wait too long to use them. Genocides ramp up. The calamitous “shoot all of them who move” part usually comes at the chaotic end. But, the genocide of a group is always happening long before that part.
