The study about pre frontal cortex not being developed is based on people only up to 25 and yet government is basing policy on the idea people become adults at the cut off

I'm sorry but I am just regularly very disturbed by how some adults talk about young people over the age of 16. (Or as they are in fact better known 'other adults'.)
