The bias in the system is filly able to be calibrated in either direction.
I would argue the societal cost of people missing out is far higher, though often likely invisible to yearly government budgets.

There is no way to design a administrable support system that gives everyone precisely the support they need.
The barriers for entry you establish must result in either:
- an accessible system which sometimes gives more than needed
- an inaccessible system which sometimes gives less than entitled.
Took some time to slow down and write some good documentation and tests for a little side project, and as usual this process highlighted several areas for improvement.
I can't think of a time this *hasn't* happened.
