This because parental controls at device and app level already exist but most parents are either ignorant of them or do not care to enact them. My teenager is as locked down as possible but crucially we also have conversations about how to handle social media.

I too think the social media ban for under 16s is profoundly stupid, unworkable, not backed by evidence and just plain idiotic. I would however like to see a lot of more discussion of the roles of parents in all this: it's parents who give Perdita and Cosmo iPads to shut them up.
