While not addressing cruise ship marine destruction on so many levels, it is my hope that “protocols for passenger safety” translates into legal responsibility for passenger safety.

Massive cruise ships should be eradicated. That would be a start.
I would say that there are no better lab conditions for studying contagious disease, but labs are designed to contain disease with engineering controls and PPE, and cruise ships do not contain disease after it spreads. When the ship docks, the infected people disperse like so many microbes.
