it's a last minute construction job in peak build season. That's a decent sized crew, all working OT, that they know will be heavily televised which means strict adherence to safety standards. You do this shit for dust control and benign safety standards. It truly could not be more basic.
sorry i know its fun to be conspiratorial about everything but let me tell you from decades of experience in labour, it's totally normal to put up a tarp for this kind of thing. Not everything has to be some grand, shady mystery.
