The WSJ is right that this is only one step but still a major rebuke.
Reminder that if it has the will, Congress has power to:
- Refuse to fund more war
- Start real oversight
A veto can't overcome either of those.
The effort to constrain the White House comes as war has morphed from a heavy bombing campaign to a fragile ceasefire.
