The issue here is not Kallas, but the fact that there is no "EU foreign policy". EU members have never ceded foreign policy to the EU level (in contrast to, say, competition or fisheries). Therefore the question why we need the EEAS is legitimate.

The initiative had proposed the limitation of asylum, family reunification and - ultimately - the end of free movement of persons bw. 🇨🇭 and the 🇪🇺.
