NEW: A federal judge allowed legal challenges to Trump's executive order targeting mail voting to proceed, ruling it would harm states' ability to carry out the midterms.
While Trump and GOP states requested that the suits be dismissed, the judge said the order was "ripe and fit" for legal review.
