Definitely confirms more than just left over promotional stock material - this is real. B.E.D.T. 15 is indeed receiving its FRA overhaul this year, which explains more to why Greenfield Village cancelled their DOWT events completely.

Well this is different…
It seems like the matter is more serious than just a simple mechanical issue with B.E.D.T. 15 Thomas. It might be because it’s reached a point in its life of needing a mandatory overhaul, and will be out-of-service for quite some time.
