For decades, we’ve had a vicious cycle of
1) Republicans gain power & wreck the government & economy
2) Democrats win but can’t fix major problems due to GOP obstruction & an electoral system biased toward GOP
3) GOP wins back power by blaming Dems for problems the GOP largely caused
4) Repeat

It will take years, at least, to reconstitute the federal workforce — and that’s if it can be managed at all.
