Eventually, it's all about economics. We haven't build cities on the sea floor either, or even in Antarctica, a place with plenty of good air and (frozen) drinking water. It's possible technically (much more so than space settlements). It just makes no sense.

I'm always surprised how many people don't see that filtering based on standardized testing is not elitism but about protecting students from entering, and losing years of life time in, programs they cannot complete.
