I think it is much more likely no one planned anything other than LWS and security and the pigs are there for them.

This is terrorism. Threatening a minority for existing in a public space should be an arrestable offence. Of course they just took a random photo of police and security conducting completely unrelated business in the shopping centre. Their behaviour here is intended to be intimidating/threatening.
