If shitty people stopped getting away with so much shit, then shitty people, who currently notice that it’s very easy for shitty people to get away with so much shit, might instead notice it is no longer easy to get away with shit, and stop doing so many shitty things and getting away with it.
Two things about cancel culture: first, it has never really happened, but the threat of it is so terrifying to shitty people that even the slightest possibility is treated like a violent threat; second, this means it is actually a great idea.
