In a "West Wing" President Bartlett found out that a leader he was personally meeting with was about to launch a deadly terrorist attack. He knew that to stop it he had to have the leader assassinated. But how could he kill someone in cold blod, he asked Leo.
"Because you won" was Leo's answer.
It was the perfect answer. The *only* right thing to do was to do the morally repugnant thing. Any president worth their salt would have had to do it. It just was just Bartlett's luck that he was president.
Every leader has to make morally repugnant decisions sometimes. The good ones will care.
