A big blow to his promise on behalf of the industry of “guilt-free flying”.
What is unclear is how the plan will be resourced and supported, how enforcement will be conducted. Basically the things that would protect the protected area and make it more than a line on a map, or a Paper Park.
I understand that the general scheme of legislation for MPAs will go to government before the summer break. Drafting legislation will then take up to 18 months. It is unclear whether there will also be pre-legislative scrutiny. Work to identify MPA sites will happen at the same time.
At the #FairSeas conference in Cork this week I spoke with people with international expertise in creating MPAs that have put plenty more fish in the sea without pushing boats off it.

But while fishermen mostly welcome the improved fish stocks MPAs would create, they have reasonable questions about where the sites will go.

Marine Protected Areas are a tricky balancing act. Last chance for marine habitats versus last straw for fishing industry.
The science is absolutely clear. Remove human activity, especially bottom trawling and they will restore.
