St. Paul's code is significantly better for small-scale infill than Minneapolis's, and that is showing in permitting numbers. Though some of the difference here surely has to do with the denominator, right? St. Paul has permitted a lot fewer units overall, in part due to our rent control mess.

#Mpls2040 mistake: failure to make small-scale multifamily feasible. But, St. Paul figured it out and Mpls could adopt their model. Check out the results! ~15% of permitted units in St. Paul are small buildings, while in Mpls "triplexes everywhere" is merely 2% of new builds. (source in alt txt)
