What about particularly well financed criminal organizations or corporations?
While the immediate military implications are significant, I can't help but consider the broader impact of a country effectively surrounding/blockading strategic territory using mostly robotic weapons.

Ukraine has made holding Crimea untenable for the Russians.
There's a window where countries with more money, but small populations could take significant territory from larger neighbors if they can gain access to these relatively inexpensive drone forces.
This is starting in Sudan, soon it will reach the Gulf States, and maybe Rwanda not long after.

This won't last forever. Energy weapons for SHORAD C-UAS are already being tested that will be able to disable even autonomous drone swarms, but not every country will be able to field these weapons at scale. In fact this would likely erase the potential for poorer states to level the playing field.
