This does rather make sense of the Billie Piper ending to me now: when the Disney deal wasn’t renewed, Ncuti left and RTD realised his 20-year “New Who” era was over, he decided to just come full circle with the last shot and end where it began:
Rose.
No explanation, no reason- just a neat bookend.
