Looks like it really was just a defective card. Got a replacement and it worked immediately and with not further changes. Now my video transcodes should get quite a nice speed-boost.

I decided to RMA the card. Even after moving everything over to UEFI and enabling ReBAR, the card is still doing nothing but spinning its fans at 100%. Tried CMOS reset, different PCIe slots, but no dice.

Bought an Intel A380 to add HW encoding to my NAS with a quick plug-and-play upgrade.
Turns out it needs Resizable BAR
Turns out that needs CSM disabled and UEFI boot
Turns out my NAS is still booting from a MBR partition
God dammit, looks like a have a project for Sunday now :/
