all but one democrat (+ one republican) on the committee voted in favor of the bill, which:
- cuts transit funding from IIJA levels while increasing hwy funds
- doesn’t include funding for transit operations despite broad support
- cuts programs that support EVs and bike & pedestrian infrastructure
