Agree with this, and there are some interesting choices to be made about what to purposefully leave out of your balance formulas, so that players still have room to get an edge. I often evaluate cards in a vacuum & do not model synergies for exactly this reason.

I notice that "close enough" often is "just right" because it leaves edges for people to discover, and those discoveries are part of the joy of a strategy game.
