A lot of people don't know that if you're not on a lease or on a deed, you are legally homeless.
And that can make it hard, if not impossible, to get

And if you can't get ONE, you can't get the others.
And then you wind up in a hole of legal nonbeing
The most timeless legal principle is that the law is established for the sake of human beings. If the state creates these lex cogit ad impossibilia situations ("you need the ID to get the ID") then the state is fine un-personing them. This is the creation of a "death world" in necropolitics.
