work in progress on transpiled thirteen minc header. thirteen uses D3D12 so uncovered a ABI calling convention bug in the compiler, need to do a new release before I can post this header.

Released minc compiler v0.9.6, added:
* a wasm runner, runs all wasm examples locally. compiles and runs a basic minc web server that host a minimal html+JS page.
* C++ .obj linking
* packed struct support
* and a few bug fixes
More binary size reduction found today in minc. Added a const fold for "arr[const_index]" that avoid some pointer math and array overflow protections. Doing a constant array access out-of-index is now also compile error. Compiler binary reduction 87KB (~6%).
minc doesn't use the standard C ABI calling convention, except when calling C functions. This is detected automatically but for the COM calls into D3D12 this wasn't working correctly.

The squares may appear to shift vertically or horizontally, but they are actually stationary and perfectly aligned in either vertical or horizontal positions.
