I don't think there's any chemical attack here, it's just that peroxide's getting under the polyurea sheet, where metals in the concrete will catalyze breakdown into H2O and O2 gas. The pressure lifts and breaks up the poorly attached membrane.
Helps that they're pouring concentrate at edges.
Peroxide famously fizzes on contact with bio stuff; much of this is done by an enzyme called catalase that microbes produce in abundance.
I don't think the problematic O2 production is from organisms at this point; we're not close to the steady state biomass our new Lincoln Bioreactor will produce.

The scum pond is delaminating well ahead of schedule. This is a good hypothesis for why.
They're dumping peroxide in at the edges, where the polyurea attachment will be patchy thanks to shrinkage during curing. O2 will be produced at the concrete surface, mechanically lifting the membrane.
