Currently stumped on some research and wondering if anyone can help. How come Chunsoft never brought back thick thigh Shiren?

The earliest coverage of Kowloon’s Gate I’ve encountered dates back to June 1995 in the fourth volume of Dengeki PlayStation. The magazine lists a possible release date as late October, a year and four months before the actual release.
