The directive includes not just people located outside the US, but also any foreign national in the US, including Anthropic’s own non-citizen employees.
Given the scope of the ban, Anthropic argued it had no choice but to disable the models for all users.
The directive would even bar Anthropic's own foreign employees from using Fable and Mythos. Anthropic called the government position "a misunderstanding".
