It is an obvious response to what happened at the weekend and will be understood as such, at least in naval circles.
Usual caveats apply - I hold no torch for militaries or navies. But I know a bit about them. And I know how reckless the UK is being in trying to run defence policy on vibes.

Starmer basically did a CoD video in a week when he's been accused of being soft on defence. So the Russian navy has, authorised at the highest level, decided to show how weak Britain is in naval and military terms.

The navy is hugely stretched. Dragon had to be pulled out of drydock to go to the Middle East, and then had to put in for repairs once there.
This is not serious journalism.
It is what MoD are feeding them.
It is not routine (!) for foreign (or domestic) naval vessels to fire warning shots at civilian vessels in UK waters.
The two UK warships in the mentioned are heavily outclassed.
