I looked up the average algae farm raceway aspect ratio which is width:depth. Small scale 10:1, industrial scale 50:1, reflecting pool 83.5:1. You simply can't approach this water management issue as anything but an algae problem.

IDK who needs to here this but any algae in the supply lines died during the work bc there was no light. Algae problems are a nutrient problem. The dead algae predictably caused an ammonium spike. This could have been easily solved simply by draining the lines before refilling.
The NPS is dumping hydrogen peroxide into the reflecting pool and vacuuming out dead algae. What this tells me is that the industrial sand filtration system is about to fail and they can't even pump water to municipal wastewater treatment bc it is too thick with algae.
