It's common for nations to store samples of diseases (even ones for which cures exist e.g. smallpox)
There's no evidence of developing "bio weapons"
But I laugh most at the error-strewn map of Ukraine, with Kyiv moved 300km south to Pervomaisk, while Cherniv is not a place
