being completely serious here, i think we exited the possibility for said environment when the free market essentially gave a guy who would not be out of place in a Bond movie trillions of dollars

we can spend more on spies, that's absolutely a thing we can do, but what if we removed the need for spies by creating an environment where people don't feel a need to scheme and do insane shit, and when they inevitably linestep they have a bad time. unrestricted marine transit helps with this.
