imo two competing ideas (haven't listened so its plausible that these are covered) but
- have to be able to kill your darlings. for every solyndra that blows up you have a dozen projects that limp along because nobody will kill them. if winners are gonna pay for losers you gotta kill the losers.
one thing i particularly enjoyed in this conversation: everyone now seems to be converging on "we should do industrial policy." but "industrial policy" is not a monolith; it is a tradition full of failed experiments. what does it take to do *effective* industrial policy in the 21st century?
