I know we’ve designated grandiose high-speed rail corridors a bunch of times and done broader competitive grant programs, but have we directed something specific & incremental like “electrify the tracks to Florida” in recent history?

Trouble seems to be that the “learned professions”, at least historically, can be treated as either labor or capital. Under current law, government has made it difficult for the professions to form cartels, but also difficult to unionize; response has been to use licensure to serve the same goals

Some history here I didn’t know about, apparently there used to be an exception to anti-trust enforcement in the “learned professions” (architecture, engineering, medicine, law…etc.), akin to the exception for labor unions
