I think it's less about decline, more about volume. A handful of gorgeous games out of 2005's ~1000 releases stood out instantly at the time. Steam ships 20k a year now, and some of the best art direction comes from tiny indie teams. There's more beauty than ever, it just gets lost in the noise.
